Local Contractors and Subcontractors

At Sydney Contracting Engineers, we believe in empowering the local workforce and suppliers and this is why we solely operate based on engaging local contractors and subcontractors as well as hiring the most suitable equipment for each project activity (SCE System).

  • All subcontractors are required to provide relevant qualifications and insurances prior to commencing works on site.
  • Competency of every operator is verified in a controlled environment prior to commencing works and a copy of all these checks are kept on site for superintendent’s endorsement.
  • All our equipment is sourced through local certified suppliers, such as Coates Hire and Kennards Hire, where all the construction tools and equipment will undergo all the required safety checks prior to coming to site.
  • We also wet hire our plant, and they will undergo a thorough pre-site acceptance checklist.

FAQ

1. What is the SCE System?

The SCE Management System is our comprehensive approach to engaging local contractors and subcontractors, hiring the most suitable equipment for each project, and ensuring all operators are competent and qualified.

Compliance in construction encompasses a wide range of practices, including safety on-site, environmental standards, and adherence to legal requirements. Broadly speaking, compliance refers to acting in accordance with various rules, standards, and regulations. For instance, regulatory compliance ensures that organisations operate within relevant laws. Project compliance guarantees that construction projects are executed according to the organisation’s policies and applicable laws. Building compliance specifically verifies that structures meet local and state building codes. Additionally, contract compliance involves adhering to the terms and procedures outlined in contracts, often requiring periodic reviews to ensure adherence to compliance mandates and to identify any deviations. Overall, compliance is crucial for maintaining safety, quality, and legality in construction projects.

Sydney Contracting Engineers prioritises local companies to empower the workforce and enhance community impact. Local firms provide vital knowledge of building codes, helping us avoid costly errors, while their established relationships with suppliers lead to better pricing and tailored solutions. Proximity improves communication for quick issue resolution and smooth project coordination. Additionally, local firms are committed to quality and bring expertise in regional materials, ensuring durability and sustainability. This approach fosters economic growth and aligns our projects with community needs.

In New South Wales, contractors and subcontractors must hold a valid license to perform residential building work valued over $5,000, including labor and materials. Different types of licenses are available based on the specific work required. A contractor license permits individuals to contract and advertise for work, limited to the types specified on their license card. Additionally, an endorsed contractor license is granted to those who not only apply for a contractor license but also possess the necessary qualifications and experience to serve as a qualified supervisor.

Subcontractors are typically required to have specific insurances to ensure compliance and protection for all parties involved. The most essential insurance is public liability, which covers property damage and personal injury resulting from business activities, including legal costs, employee claims, and third-party injuries. Additionally, subcontractors should carry Professional Indemnity insurance where applicable, protecting them against legal liability related to the advice and services they provide. Importantly, Workers’ Compensation insurance is also essential, as it offers a safety net for employees who may become injured or ill due to work. Under Australian law, employers must have this insurance to cover their workers in case of work-related sickness or injury. Together, these insurances create a comprehensive safety framework for subcontractors and the client.

The competency of operators is verified through several means. One recognised qualification is the yellow card, which demonstrates competency in using various elevating work platforms, such as boom lifts and scissor lifts, for platforms under 11 meters in height. A high-risk work license is required for any high-risk work in residential, commercial, or industrial settings, regardless of the project’s size or cost. Plant operators should complete vocational training, such as a Certificate III in Civil Construction Plant Operations. Furthermore, a verification of competency (VOC) assessment can be conducted to evaluate a worker’s ability to operate equipment and fulfil their job responsibilities effectively.

All our equipment is sourced from local certified suppliers like Coates Hire and Kennard’s Hire, ensuring they meet all required safety standards before being brought to the site.

“Wet hire” involves renting equipment along with qualified operators. At SCE, we prioritise safety and quality by verifying the competency of all operators through a comprehensive induction process and a Verification of Competency (VOC) assessment. This ensures that each operator meets our stringent standards. Additionally, all wet hire equipment undergoes a thorough pre-start checklist to confirm compliance with safety and operational regulations. This rigorous process ensures that both the equipment and operators are fully equipped to deliver safe and effective performance on-site.

SCE holds ISO 9001 for Quality Management, ISO 14001 for Environmental Management, and ISO 45001 for Occupational Health and Safety.

ISO 9001 certification signifies our commitment to quality management systems focused on customer satisfaction and continuous improvement. For civil construction companies in Australia, this certification provides a robust framework for establishing, maintaining, and enhancing quality management processes. It helps identify and address weaknesses, reduce errors, and improve overall efficiency. By prioritising customer needs and expectations, we enhance client satisfaction, foster loyalty, and attract new business. Additionally, ISO 9001 certification is a recognised symbol of quality and reliability, demonstrating our dedication to professionalism and setting us apart in the competitive construction industry.

ISO 14001 certification reflects our commitment to effective environmental management practices. This standard provides a comprehensive framework for identifying and managing environmental risks and impacts, enabling us to reduce our environmental footprint, minimise waste, and conserve natural resources. Achieving ISO 14001 certification also helps us comply with relevant environmental regulations, allowing us to avoid legal penalties and enhance our relationship with regulatory bodies. Additionally, this certification is widely recognised as a mark of dedication to environmental stewardship, positioning us as a responsible choice for environmentally conscious customers and stakeholders.

ISO 45001 certification reflects our commitment to ensuring occupational health and safety within our operations. This standard provides a structured framework for identifying and managing health and safety risks, enabling us to reduce accidents, injuries, and illnesses in the workplace and foster a safer environment for our employees. Furthermore, ISO 45001 helps us comply with relevant regulations and standards, allowing us to avoid legal penalties and enhance our standing with regulatory bodies. Additionally, this certification is widely recognised as a testament to our dedication to protecting the health and safety of both our employees and stakeholders, reinforcing our reputation as a responsible and conscientious company.

CM3 is a contractor OHS/WHS prequalification scheme that confirms our adherence to stringent health and safety criteria, ensuring we meet industry benchmarks in work health and safety. It allows contractors to demonstrate their health and safety capabilities to current and potential clients, showcasing their qualifications and suitability for specific projects. The prequalification process involves verifying that contractors hold the appropriate insurances and conducting a thorough assessment of their safety systems. This certification is important as it not only enhances a contractor’s credibility but also helps clients make informed decisions, ensuring that they choose partners committed to maintaining high safety standards in their operations.

The CCF certification reflects our commitment to industry best practices, ethical conduct, and the highest standards in civil construction.

Our certifications instil confidence in our clients and stakeholders, assuring them of our commitment to quality, environmental sustainability, and occupational health and safety, solidifying our position as a leader in the construction and engineering sector.
