SCE System is SCE Corp’s construction management framework for organising scope review, mobilisation, project records, quality, work health and safety, environmental controls and closeout.

The controls used on each engagement are tailored to the contract, project risks and applicable legal requirements.

Three management disciplines

SCE’s Integrated Management System brings quality, WHS and environmental planning into the delivery framework.

Quality management

Project controls may include inspection and test plans, hold points, checklists, test results, non-conformance records, corrective actions and completion documentation.

Work health and safety

Project-specific planning may include inductions, risk assessments, SWMS where required, site inspections and records that support each party’s WHS responsibilities.

Environmental management

Relevant project risks may be addressed through site planning and documented controls for matters such as erosion, waste, hazardous materials, noise and vibration.

Records and responsibilities

SCE System supports orderly project records and clear accountability throughout delivery.

  • Contract correspondence, requests for information, instructions and approvals
  • Inspection, test, defect and corrective-action records where applicable
  • Subcontractor commercial, WHS, quality, insurance and licensing checks relevant to the work
  • Handover material such as as-built information, manuals, warranties, certificates and quality or environmental records where the contract requires them

Responsibility boundary: SCE System does not replace the responsibilities of clients, consultants, designers, certifiers, registered practitioners, subcontractors or other duty holders. Where the NSW Design and Building Practitioners framework applies, project controls support documentation and coordination without transferring statutory responsibilities.

Subcontractor and site readiness

Before engagement and mobilisation, SCE may review capability, commercial requirements, relevant licences and insurance, WHS information and quality requirements according to the work package and project risks.
