Frank MANESH brings 33 years of industry experience to building construction, civil infrastructure, urban development and rail projects. As founder and Managing Director of Sydney Contracting Engineers (SCE Corp), he has led the company’s delivery of more than 5,000 projects since March 2016.

Experience behind every project

Construction leadership grounded in engineering and delivery

Frank combines engineering judgement with practical construction knowledge, programme leadership and commercial discipline. His experience covers major transport infrastructure, roads and bridges, subdivisions, building upgrades, structural remediation, cladding, insurance repairs and occupied-property works across the East Coast of Australia, including NSW and the ACT.

His practical grounding began at 13 in his father’s construction company in Iran. His subsequent career has spanned private Tier 1, Tier 2 and Tier 3 businesses and projects for local, state and federal government. He brings that accumulated knowledge to every SCE project and client, with the same attention to technical detail, accountability and professional delivery.

At SCE, Frank leads business strategy, client and stakeholder relationships, company operations and the engineering team. His responsibilities extend from estimating, procurement and contract negotiation to construction methodology, programme and cost control, quality and regulatory compliance. He keeps clients, consultants, site teams and authorities connected through clear decisions and communication.

Frank’s qualifications bring together construction management and civil, mechanical and electrical engineering, supported by advanced technical education. This breadth informs how he assesses structures, services, buildability and the interfaces between construction disciplines.

Engineering judgement and construction methodology

Frank’s experience connects existing-condition assessment, defect identification and remedial solutions with practical methods of construction. Structural works, foundations, building fabric, underground services and live infrastructure all demand clear sequencing, buildability decisions and coordination between disciplines.

Programme and commercial control

His responsibilities include project and programme management, estimating, procurement and contract negotiation. He brings scope, resources, supplier and subcontractor inputs, delivery milestones and cost control together so teams can make informed decisions throughout a project.

Construction and operational delivery

Frank has worked across occupied buildings, operating schools, rail corridors, live traffic, secure sites and major development works. He applies this experience to access, staging, service interfaces, stakeholder communication and the practical demands of maintaining operations while construction proceeds.

Safety, environment and quality

He leads SCE’s safety, environmental and quality management, workforce communication, training and continual improvement. Clear responsibilities, inspection and reporting, project records and disciplined handover support the company’s professional delivery and accountability to clients.

Managed estimating and procurement for a four-lane divided road, twin bridges, road extensions, underground services, road furniture and associated works.

Monaro Highway Duplication

$30 million project

Delivery experience covering bridge demolition over a live railway corridor, three new bridges, five reinforced-earth walls, bulk earthworks, pavements, services, highway duplication and reinstatement of surrounding roads.
