What is SCE System?
SCE System is SCE Corp’s construction management system NSW framework for controlling project quality, WHS, environmental risk, subcontractor readiness, inspections, project records and handover.
SCE System construction management NSW framework ensures construction quality controls, QA WHS environmental controls, subcontractor checks, site records and handover across building, remedial and civil projects. The system turns SCE’s ISO-certified quality, environmental and occupational health and safety commitments into practical project controls. It supports tender review, risk assessment, procurement, subcontractor onboarding, ITPs, SWMS, inspections, non-conformance management, commissioning and closeout. Where NSW Design and Building Practitioners obligations apply, SCE System also supports DBP-aware records, design coordination, regulated documentation pathways and evidence-based project governance.
SCE System is designed to reduce uncertainty before and during construction. Each project is reviewed against scope, access, design status, procurement risk, WHS exposure, environmental controls, subcontractor capability and required closeout records.
This construction quality management system helps SCE track the documents and site controls that matter: approved drawings, ITPs, inspection records, hold points, material information, SWMS, JSA records, toolbox/prestart records, permits, photos, variation records and handover documents.

SCE System brings QA WHS environmental controls into one practical delivery framework. This helps project teams identify risks early, allocate responsibilities clearly and keep site records aligned with the agreed scope.
Quality controls focus on workmanship, inspection evidence and traceability. WHS controls focus on preventing harm through planning, supervision and documented safe work methods. Environmental controls focus on reducing avoidable impact from construction activities such as dust, noise, waste and sediment movement.
The objective is not paperwork for its own sake. The objective is safer delivery, clearer accountability, fewer defects, better closeout and stronger evidence if a client, certifier, insurer, superintendent or regulator asks how the work was controlled.
Before work starts, SCE System requires relevant subcontractor, supplier and plant information to be checked against the project scope and site risk profile.
This may include trade licences, public liability insurance, workers compensation insurance where required, white cards, competency records, high-risk work licences, SWMS for high-risk construction work, JSA records, emergency contact details and site induction records.
Plant, tools and equipment are checked for suitability before use. Wet hire, specialist equipment and high-risk activities require stronger evidence, clearer supervision and defined approval gates before work proceeds.
