Plan the balcony as a connected assembly, not a membrane in isolation. Water, movement and repair work cross interfaces. Investigation, design, construction sequencing, inspection and handover should cross them too.
The first question is not which waterproofing product to use. It is whether the current condition requires an immediate safety, access or water-management response while the permanent scope is investigated. The owners corporation and other duty holders should use competent site-specific advice to decide what controls are necessary.

Define the inspection limitations. Record areas that could not be accessed, concealed conditions not yet opened, tests not performed and assumptions still awaiting verification. Turn each important unknown into a provisional item, investigation task or pre-construction hold point.
Stages may overlap, but each should produce a controlled input or decision. Starting demolition while design ownership, access or unknown conditions remain undefined transfers avoidable uncertainty into construction.
Identify affected lots and common property, building classification, strata plan and by-laws, access rights, responsible client representatives and any adjoining façade, roof, podium or internal areas within the problem boundary.
Gather approved and as-built drawings, prior reports, warranties, maintenance and leak history, earlier repairs, complaints and photographs. Give each balcony a stable reference so inspection findings, prices and closeout evidence are traceable.
Set the questions each opening or test must answer. Depending on the issue, this may include moisture mapping, flood or controlled-water testing, falls survey, outlet inspection, membrane build-up verification, concrete investigation, coating or tile adhesion checks and review of joints, doors, balustrades and façade interfaces.
Have the appropriately registered or qualified practitioners determine the design scope, building-class implications, regulated design and declaration requirements, approval pathway and necessary specialist inputs. Do this before relying on a contractor allowance as the design.
Define balcony-by-balcony work limits; demolition; substrate acceptance; falls, drainage and overflow; membranes and finishes; joints and penetrations; door, wall, façade and balustrade interfaces; concrete repairs; temporary works; testing; hold points; protection; reinstatement; and the process for concealed departures.
Coordinate scaffold or other access, balcony and room entry, work-zone isolation, edge protection, deliveries, noise and dust, weather exposure, temporary loss of use, pets and belongings, notice periods and emergency contacts. Define who communicates each change.
Where the design permits, start with controlled areas that test access, demolition, substrate preparation, detailing and record requirements. Stop at nominated points so unexpected build-ups, reinforcement, moisture or interfaces can be reviewed before the work is repeated across the building.
Record substrate acceptance, repairs, primers, membranes, joints, penetrations, reinforcement treatment, fixings, protection layers, falls and drainage before they disappear. Keep product batches, weather conditions, sign-offs, test results and approved design changes connected to the correct balcony.

The National Construction Code addresses external waterproofing on balconies and the protection of exposed construction, control, expansion, contraction and movement joints. The applicable NCC edition, state variations, referenced standards and design pathway must be confirmed for the actual work. Standards may require lawful licensed access.
Confirm the structural substrate, topping and finished-surface levels; primary drainage and overflow paths; outlet connection and maintainability; ponding observations; and the effect of proposed build-ups on door and balustrade clearances.
Locate structural and substrate joints rather than bridging them by assumption. Define how the waterproofing and finish accommodate expected movement, and set a review process if opening-up reveals a different joint location or condition.

Establish fixing type, condition, load-path and water-sealing detail before removal or refixing. Safety or compliance concerns require the relevant designer's direction; do not treat posts as incidental membrane penetrations.

Record the specified primer, membrane, sealant, adhesive, topping, coating and protection layers as a system. Product substitution or a changed substrate condition should follow documented technical review, not an informal site decision.

Balcony remediation often reaches private lots from common-property work zones. The programme should connect physical access with notices, resident needs, safe systems of work and the design sequence. A nominal number of balconies per week is not a reliable programme until those dependencies are tested.

A coherent scope distinguishes client decisions, design authority, construction responsibility and independent acceptance. One organisation may hold more than one appointment, but the documents should still identify which role is being performed.

Make proposals comparable. Ask each respondent to identify exclusions, provisional quantities, design assumptions, proposed access, testing, resident impacts, programme dependencies and record deliverables. The NSW Design and Building Practitioners framework continues to apply to alteration, repair and renovation work on existing class 2 buildings and mixed-use buildings with a class 2 part. Balcony work can involve regulated building elements such as waterproofing, structure or the building enclosure. The appointed registered practitioners should determine whether regulated designs, declarations and Planning Portal lodgements are required for the actual scope before building work starts.
They should be treated as one coordinated design and inspection problem. Demolition for membrane or concrete work may expose reinforcement, alter falls, affect door clearances or disturb balustrade posts and façade junctions. The issued documents should define the sequence, compatible systems, substrate acceptance, movement and penetration details, fixing requirements, inspection hold points and responsibility for any condition that differs from the design assumptions.
Often they can, subject to the project-specific risk, access and programme plan. The scope should define balcony and room access, work-zone isolation, edge protection, scaffold or other access systems, noise and dust controls, weather protection, materials movement, temporary loss of balcony use, resident notices, emergency arrangements and the release criteria for each completed stage. The responsible duty holders must develop the safety controls for the real site.
The required record set should be agreed before work begins and may include approved and construction-issued designs, declarations and approvals, product and batch records, substrate and preparation records, inspection and hold-point sign-offs, test results, photographs of concealed work, nonconformance and design-change records, warranties, maintenance instructions, as-built information and clearly defined residual items. Records should identify the relevant balcony, date and revision so they remain usable after handover.
