What to Consider Before Starting Construction in NSW

Construction should start only when the scope, site information, design, approvals, responsibilities, budget, procurement, program, risk controls and evidence requirements are sufficiently coordinated for safe and controlled delivery.

The short answer

Before mobilising, convert the concept into a controlled delivery package. The team should know what is being built, which documents are approved for construction, what the site constraints are, who owns each decision, what statutory and contract hold points apply, and how safety, quality, environment, cost and time will be managed.

Scope and success criteria

Define the asset, boundaries, exclusions, interfaces, performance requirements, staging assumptions and handover outcomes. Separate essential requirements from options so the team can control change against an agreed baseline.

Site and existing conditions

Verify surveys, access, levels, services, easements, structures, neighbours, geotechnical information, drainage, hazardous materials and environmental constraints relevant to the work. Record gaps and allocate each investigation before it becomes a site delay.

Approvals and compliance

Prepare a live register of development consent or CDC requirements, construction certificates, certifier actions, authority approvals, permits, notifications, inspection points and closeout evidence. If development consent applies, NSW guidance requires the construction certificate before work starts.

Coordinated design

Confirm the correct design status, revision and responsibility for architecture, structure, civil work, building services, waterproofing, fire, access and other relevant disciplines. Resolve clashes, incomplete details and construction tolerances before they reach procurement or site.

Buildability and methodology

Test access, temporary works, lifting, excavation, sequencing, protection, weather exposure, logistics, interfaces and maintainability. SafeWork NSW emphasises eliminating or minimising construction risk during the design phase so far as reasonably practicable.

Cost and procurement

Reconcile the estimate to the current design and scope. Identify allowances, exclusions, escalation exposure, long-lead items, substitutions, supplier evidence and approval dates. A low early price is not useful if essential scope is unpriced or late decisions drive variations.

Program and interfaces

Build a logic-linked program around approvals, design release, procurement, possession, access, inspections, testing and handover—not only trade durations. Assign decision dates and define the consequences of late information.

WHS, environment and quality

Plan site establishment, consultation, emergency arrangements, high-risk work, SWMS controls, environmental protection, inspection and test plans, records and non-conformance management. NSW construction projects valued at $250,000 or more require a principal contractor and written WHS management plan before work begins.

Mobilisation decision

Hold a documented go/no-go review. Confirm that unresolved items have owners and acceptable controls, the issued documents are accessible, the workforce and supply chain are ready, and no statutory, safety or contract hold point prevents the planned start.

What the pre-start pack should control

The pack should be concise enough to use and complete enough to govern the work. It is not a substitute for the contract or approved documents; it connects them to the delivery system.

Questions to resolve at the go/no-go review

  • Is the intended start permitted by the approval, certificate, notification and contract status?
  • Are the correct construction documents issued, coordinated and available to the delivery team?
  • Are material site uncertainties investigated or explicitly controlled?
  • Are design responsibilities, RFIs, changes and approval timeframes clear?
  • Are critical materials, plant, temporary works and specialist trades secured?
  • Does the program include approvals, inspections, testing and handover activities?
  • Are WHS, environmental, traffic, public-interface and emergency controls ready?
  • Are quality hold points and the evidence needed for certification and handover defined?
  • Are the budget, allowances, exclusions, cash flow and variation process understood?

Frequently asked questions

What should be complete before construction starts?

The scope, approved construction documents, site information, statutory and contract approvals, roles, procurement, program, risk controls, quality evidence and mobilisation arrangements should be sufficiently coordinated. Any open item needs a named owner, due date and acceptable control.

Does every NSW construction project need a construction certificate?

No. The requirement depends on the work and approval pathway. Where building work proceeds under development consent, a construction certificate is generally required before work starts. A separate construction certificate is not required for work authorised by a CDC, and exemptions can apply.

When is a WHS management plan required for construction in NSW?

SafeWork NSW states that construction work valued at $250,000 or more is a construction project. A principal contractor must oversee it and prepare a written WHS management plan before work commences. SWMS are required for high-risk construction work.

Is the principal certifier the project manager?

No. The certifier performs independent statutory functions, assesses compliance and conducts required inspections. NSW Government guidance states that the certifier is not the project manager or site supervisor; the builder and applicant retain their own responsibilities.

How can pre-construction planning reduce variations?
