Land disturbance changes how water moves across a site. A useful erosion and sediment control brief identifies the risks, control sequence, inspection responsibilities and evidence needed before work starts—not just a list of devices.
Erosion control reduces the detachment and movement of soil at its source. Sediment control captures soil that has already been mobilised before it leaves the work area. Effective site planning uses both, with priority given to limiting disturbance and stabilising exposed areas.

Identify upstream clean-water catchments, low points, drainage lines, pits, culverts, site discharge points and receiving environments. Avoid directing clean water through disturbed ground where practicable.
Record boundaries, adjoining properties, public roads, utilities, access, available treatment area, sensitive receptors and the space needed to inspect and maintain controls safely.
State who prepares and approves the plan, installs controls, inspects them, responds to weather, authorises changes and retains records. Responsibilities depend on the project and contract.
Controls must remain workable: installation is only the first step. Access for inspection, sediment removal, repair and adjustment should be planned before the control is placed.
The brief should be coordinated with the earthworks, drainage, haulage and access programme. For suitable construction packages, review SCE’s bulk earthworks pathway; the accepted scope determines what SCE delivers and which designers, environmental specialists, certifiers or authorities remain separately responsible.
Check whether controls remain correctly located, stable, connected and accessible. Look for undercutting, overtopping, bypass flow, accumulated sediment, damaged stabilisation and tracking onto roads.
Review available capacity, exposed areas, stockpiles, drains, diversion paths, inlets and discharge points. Confirm response resources and escalation responsibilities are available.
Inspect performance and record what occurred. Repair or adjust controls before the next risk period, and review whether changed staging, levels or drainage paths have made the plan inaccurate.
Keep the current plan, inspection records, photographs where useful, maintenance actions, removed-sediment records and approved changes. Retain the project-specific evidence required by the contract and authorities.
The NSW Government publication Managing Urban Stormwater: Soils and Construction, Volume 1, commonly known as the Blue Book, provides guidance for reducing erosion and sediment impacts from land disturbance. The NSW EPA stormwater guidance also explains the importance of keeping sediment and other pollutants out of stormwater.
These resources do not replace a project’s consent conditions, environmental management plan, approved drawings, specifications, licence conditions or authority directions. The appointed project team should identify the documents that govern the specific site and resolve any conflict before construction proceeds.
Responsibility boundary: SCE can review suitable civil construction packages and coordinate agreed construction interfaces. Design, environmental assessment, approvals, certification and statutory decisions remain with the appropriately appointed practitioners and authorities.

The frequency must follow the project documents and applicable requirements. Inspections should also respond to forecast weather, rainfall, damage, significant site changes and any sign that a control is not performing as intended.
Where the design allows, separation can reduce the volume of runoff that contacts exposed soil and lower the load on sediment controls. Diversions must be planned so they do not transfer risk to another area.
Responsibility depends on the consent, contract, environmental documents and project appointments. The plan should clearly identify who prepares, approves, installs, inspects, maintains and changes each control.
Retain the current approved plan and applicable inspection, maintenance, weather-response, change and decommissioning records required by the contract and authorities. Project-specific requirements may call for additional evidence.
