Lowest price and best value are not the same test
The lowest quoted figure may be appropriate when every tenderer has priced the same complete, well-defined scope. Problems arise when one price excludes investigations, access, protection, temporary works, approvals, testing or closeout records that another price includes.
Construction value is better understood as the relationship between a defined outcome, whole-of-project cost, risk allocation, delivery controls and useful service life. It is not a promise that the most expensive option is automatically better. It is a disciplined way to compare what each option is expected to deliver.

Quality is not established by promotional wording. It becomes visible through controlled documents, competent people, suitable materials, agreed acceptance criteria, inspections and traceable closeout.
