Purpose and boundaries
Roof symptoms can have more than one cause. Water staining may relate to roof sheets or tiles, but it can also involve flashings, penetrations, box gutters, drainage capacity, condensation, adjacent walls or earlier patching. A brief that starts with a solution before the cause is reasonably understood can produce inconsistent quotes and leave critical interfaces outside the scope.

Stage 1
The inspection brief should be proportionate to the risk and the decision being made. Some projects begin with a visual condition review; others need moisture investigation, measured survey, opening-up, structural assessment or specialist input. Access methods and any destructive investigation should be agreed before attendance.

Stage 2
The correct pathway is project-specific. Cost, remaining service life, repeated failures, access, structural capacity, drainage, energy or condensation objectives, appearance, warranties and the disruption created by future work may all affect the decision.
May suit a localised, accessible defect where the surrounding system remains serviceable and the proposed detail can address the verified cause without transferring risk elsewhere.
May suit projects where selected components or interfaces need improvement—for example drainage, flashings, insulation coordination, penetrations or maintenance access—while other elements can remain.
May warrant evaluation where deterioration is widespread, repairs are repeated, interfaces cannot be reliably resolved in isolation or the required performance outcome cannot be achieved by limited work.

Stage 3
A useful roofing scope describes outcomes and evidence as well as physical work. It should state the known condition, define what is included, identify items that remain provisional and set the process for dealing with concealed conditions.
Stage 4
Roofing work can create temporary exposure before the permanent system is complete. The delivery plan should therefore cover weather monitoring, daily work limits, temporary protection, isolation of work areas, material storage and escalation when unexpected conditions appear.
Inspection hold points are most useful at moments when completed work will soon be concealed. Depending on the scope, this may include the exposed substrate or framing, repaired interfaces, drainage falls, flashings and penetrations, insulation or sarking, fixing patterns and final water-shedding details.
Stage 5
Handover is more reliable when required records are listed in the procurement documents, not requested after completion. Project-specific requirements may include approved drawings, product data, inspection and test records, concealed-work photographs, certificates or sign-offs where applicable, warranties, maintenance instructions, cleaning requirements, spare materials and a clear defects list.
The owner or asset manager should also know what routine inspections are recommended, which roof areas require controlled access, how gutters and drainage are to be maintained and who to contact if a new symptom appears. Records should be stored with the building’s broader asset information so future teams can understand what was changed and why.
