A practical construction scope-of-works checklist for giving contractors the same site information, inclusions, constraints, evidence and quote-return requirements.

Important: a clear brief improves pricing consistency but cannot guarantee a final cost. Evidence pack

Issue the information contractors need to price

Words alone may not define a work package. Give tenderers a controlled evidence pack and an index showing what each document is, its revision and whether it is for information, pricing or construction.

  • current drawings, schedules and specifications;
  • site photographs with dates and locations;
  • relevant surveys, investigations and condition reports;
  • known service, hazardous-material or access information;
  • finishes, products, samples or performance criteria;
  • interfaces with existing systems, occupants and other trades; and
  • a tender-question process for conflicts, gaps and unclear requirements.

Identify limitations openly. If information is preliminary or unverified, say so and require the tenderer to state how that uncertainty has been priced.

Make access and staging priceable

A contractor needs more than the site address. The brief should describe the practical route from delivery to workfront and the restrictions that apply along the way.

  • vehicle size, loading-zone booking and delivery windows;
  • stairs, lift dimensions, protection and weight limits;
  • parking, laydown, storage and waste-removal arrangements;
  • working hours, noise, dust, vibration and shutdown constraints;
  • tenant, resident, public and neighbouring-property interfaces;
  • security, permits, inductions and escort requirements;
  • temporary services, lighting, amenities and weather exposure; and
  • stage boundaries, required access continuity and reinstatement.

Where access has not been verified, require a tender inspection and a written list of remaining assumptions rather than allowing each contractor to make a different silent allowance.

Define trade boundaries and interfaces

Many quote gaps occur between packages. The scope should identify who disconnects, protects, modifies, tests, commissions, makes good and signs off each interface.

Use a quote return schedule, not just a total

A standard return schedule makes bids easier to compare and exposes differences before appointment. Ask every tenderer to respond in the same order.

Do not compare totals before normalising the scope

A lower bid may exclude work that another tenderer included. Build a comparison matrix showing inclusions, exclusions, assumptions, allowances and programme differences, then seek written clarification before treating prices as equivalent.
