Construction Hoardings in NSW: Safety, Access and Approval Checks

A construction hoarding is part of a site’s risk controls—not just a visual screen. The right arrangement depends on the work, public interface, ground conditions, wind exposure, falling-object risk, access requirements and the approvals that apply to the location.

What a hoarding needs to achieve

Construction sites must be secured from unauthorised access so far as is reasonably practicable. SafeWork NSW’s site-security guidance calls for complete fencing with no gaps, secure gates, stable panels and controls suited to nearby homes, schools, playgrounds and other public areas. It also highlights public protection from falling objects and unobstructed footpaths.

A solid hoarding can help separate the public from demolition, excavation, building or civil work, control access and present a defined site boundary. It does not, by itself, control every risk. Overhead protection, traffic controls, barriers, scaffolding, dust controls, lighting, signage or supervised access may also be needed after a site-specific assessment.

Terminology matters: “Type A” or “Class A” commonly describes a ground-level sheeted barrier, while “Type B” or “Class B” commonly describes an overhead protective structure. The exact names, dimensions, documents and approval requirements are set by the relevant authority. Use that authority’s current terminology rather than assuming one classification applies across NSW.

Boundary and public interface

Confirm the legal site boundary, adjoining buildings, public roads, footpaths, cycleways, driveways, bus stops, utilities and any land that the hoarding would occupy or overhang. Public-land use often requires a separate council or road-authority approval.

Hazards and protection level

Assess demolition, excavation, falling-object, plant, vehicle, scaffold, crane, stored-material and unauthorised-access risks. The assessment determines whether a simple boundary barrier is enough or whether overhead and impact protection is required.

Wind, stability and ground

Temporary fencing and hoardings can overturn or collapse if loads, fixings, bases, bracing or ground conditions are not resolved. Account for wind exposure, sheet material, gates, graphics, uneven ground, excavations and nearby services in the documented design and installation method.

Pedestrian accessibility

Maintain a clear, stable and usable path past the site. Consider path width, kerbs, ramps, crossfalls, overhead clearance, sightlines, lighting, people using mobility aids, prams and safe separation from traffic. Any alternate route must be authorised and properly implemented.

Site access and emergencies

Locate gates for safe deliveries and workforce access without creating uncontrolled conflicts with pedestrians or vehicles. Plan locking, after-hours security, emergency access, evacuation, fire-service needs and legible contact or warning signage.

Traffic and visibility

Check whether the hoarding affects lanes, parking, crossings, signals, signs, intersections, driveways or loading. SafeWork NSW guidance for overhead protective structures requires visibility and line-of-sight considerations and consultation with the relevant council or road authority.

Design and approval documents

Identify the drawings, calculations, specifications, certificates, traffic or pedestrian plans, insurance evidence, fees and bonds required by the approval authority. Preserve clear ownership between the contractor, temporary-works designer, engineer, certifier and approving authority.

Inspection and change control

Set inspection points for installation, handover, severe weather, impact, altered access, excavation changes, scaffold changes and removal. Record defects and repairs promptly, and do not modify panels, foundations, gates, signs or loads without the required review.

Approval checks before installation

Approval pathways vary between councils and road authorities. North Sydney Council states that approval is required before a temporary fence or hoarding is installed over council-managed property, including footpaths and roads. The City of Sydney likewise requires permission before temporary structures are installed in, on or above a public road.

Private land onlyConfirm planning or consent conditions, site-security duties, boundary ownership, neighbour interfaces and any design or certification requirements. A private-land location does not remove WHS or public-protection obligations.
Footpath or road impactAsk the relevant council or road authority whether a hoarding permit, road-occupation approval, work-zone approval, traffic or pedestrian management plan, fees, bonds and public-liability evidence are required.
Overhead protectionWhere people pass beneath or beside the work, assess falling-object risk and the need for an overhead protective structure. SafeWork NSW’s current code addresses design, foundations, pedestrian protection, visibility, lighting, fire safety, inspection and maintenance.
Scaffold interfaceCoordinate the hoarding and scaffold as one temporary-works interface. Confirm loads, ties, vehicle-impact exposure, access, gates, clearances, inspection responsibilities and how later scaffold changes will be reviewed.
Graphics and signageCheck authority rules for artwork, business identification, mandatory site information, emergency contacts, advertising, sightlines and maintenance. Added banners or sheets can change wind loading and must not be treated as decoration only.

Installation and inspection checklist

  • Use the approved layout and current design information.
  • Locate services, boundaries and ground hazards before fixing or excavation.
  • Check bases, anchors, bracing, joints and panels against the documented method.
  • Eliminate climbable gaps and secure gates against unauthorised access.
  • Keep pedestrian routes, kerb ramps, exits, fire access and sightlines usable.
  • Install required lighting, reflectors, warning signs and contact details.
  • Verify interfaces with scaffolds, sheds, cranes, deliveries and traffic controls.
  • Protect the public from falling objects using the assessed control system.
  • Record handover inspection, defects, approved changes and responsible persons.
  • Reinspect after high winds, impact, ground movement or adjacent-work changes.

The applicable edition of AS 4687 and any council code, consent condition, design brief or approval should be confirmed for the live project. An Australian Standard is not automatically mandatory merely because it exists; its status depends on how legislation, approvals, contracts or specifications call it up.

Can graphics or signs be added to a hoarding?

Only after checking the relevant council, planning, design and advertising requirements. Graphics, shade cloth and banners can affect wind loading, visibility and maintenance. Mandatory site and emergency information must remain legible and secure.
