NSW Road Construction Planning: What Shapes Safe Delivery
Road construction is more than pavement placement. A deliverable package coordinates survey, ground conditions, drainage, services, traffic, environmental controls, materials, testing and handover.
This guide explains the planning questions clients should resolve before construction. It does not replace issued design, geotechnical advice, traffic-control requirements, asset-owner standards or project approvals.
Define the road package and its interfaces
Start with work limits, intended use, design status and the completion standard. The package may include clearing, earthworks, subgrade, drainage, service crossings, pavement layers, kerbs, barriers, line marking, temporary access and reinstatement. Identify what is by others and who coordinates each interface.

Traffic, access, erosion and sediment, dust, noise, water, public separation, environmental and stakeholder requirements.

Site and ground information
Survey should confirm alignment, levels, boundaries, tie-ins and existing features. Geotechnical information may affect stripping, excavation, fill, treatment, pavement design and groundwater controls. Where data is incomplete, the brief should state who will investigate and how unexpected material will be managed.
Underground and overhead services require records, locating and protection planning. Service crossings and relocations should be coordinated with drainage and pavement levels before construction reaches the interface.
Drainage is part of the pavement system
Surface falls, pits, pipes, table drains, culverts, outlets and erosion controls need to function together. Water entering pavement layers or remaining on formation can undermine performance. The sequence should provide temporary drainage during earthworks and protect completed work from uncontrolled runoff.

Traffic, environment and stakeholders
Traffic arrangements, road occupancy and public interfaces must be planned with the relevant authorities and competent traffic practitioners. Environmental controls may address sediment, erosion, dust, noise, vegetation, contaminated material, water quality and spill response. The project programme should include notifications, inspections and maintenance of temporary controls.
