What the record must do

Works-as-executed drawings record what was actually built

Works-as-executed drawings are the controlled record of the final, in-place work. They should identify relevant dimensions, levels, coordinates, materials, asset details and approved changes so the completed work can be understood, assessed, operated and maintained.

They are not simply a copy of the tender or construction drawing. Where site conditions, approved variations or construction details changed, the final record needs to make those differences traceable.

Project-specific boundary: a WAE survey is only one possible input. Some projects require a registered surveyor, an engineer’s certification, declared as-built designs, CAD or GIS files, asset spreadsheets, test records, photographs or combinations of these.

Why timing matters

Progressive capture is safer than reconstructing the record at the end

Buried pipes, compacted pavement layers, service crossings and concealed structures become difficult—or impossible—to verify after cover-up. A disciplined team identifies the WAE information points before work starts and captures evidence at the relevant hold point, inspection or survey pickup.

Define the deliverable

Confirm the receiving party, required practitioner, drawing standard, coordinate system, file format, asset fields and approval pathway before mobilisation.

Capture before concealment

Link survey pickups, photographs, test results, ITP records and approved changes to identifiable locations, assets, dates and drawing revisions.

Reconcile before submission

Check the final package against the approved scope and actual site record before the appropriate practitioner certifies or the receiving authority reviews it.

Before work

Set the record requirements and responsibilities

  • Review the contract, approved plans, consent conditions, specifications and authority standards for exact WAE obligations.
  • Confirm whether the project uses the terms WAE, WAC, as-constructed or as-built, and which definition controls.
  • Identify the receiving party and required formats: PDF, CAD, GIS, spreadsheet, portal upload, certified plan or another project-specific deliverable.
  • Confirm coordinate system, datum, survey control, asset numbering, layer naming, tolerances and drawing conventions.
  • Assign who captures field information, who prepares or updates the drawings, who reviews, who certifies or declares, who lodges and who accepts.
  • Build required pickups, inspections, tests and photographs into the ITP, programme, subcontractor scope and hold-point plan.
During work

Maintain a traceable, progressive site record

  • Capture relevant locations, levels, dimensions and asset details before work is buried, enclosed or made inaccessible.
  • Reference field notes, survey pickups, photographs and test results to an asset ID, chainage, grid, drawing or clearly defined location.
  • Keep redline markups current and controlled; record who made the entry, the date and the drawing revision used.
  • Link design changes, RFIs, approved variations and non-conformances to the affected location and final resolution.
  • Retain evidence for materials, compaction, pressure or leakage tests, concrete, pavement layers and other specified acceptance criteria.
  • Check data completeness at regular intervals instead of waiting until practical completion.
Close-out

Compile, verify, certify and lodge the final package

  • Reconcile field records against the final installed work, approved drawings and every accepted change.
  • Resolve inconsistent asset IDs, missing levels, unexplained deviations, superseded revisions and incomplete evidence.
  • Have the appropriate surveyor, designer, engineer or other practitioner prepare, update, certify or declare the required documents within their appointment.
  • Check that drawing registers, filenames, revision status and supporting schedules agree across the package.
  • Submit through the contractually required channel and retain a dated transmittal, portal receipt or other acceptance evidence.
  • Do not treat “uploaded” or “emailed” as accepted until the project’s review and close-out process is complete.

The required content varies. The following are common categories to test against the project specification—not a universal submission list.

Earthworks and formationFinished levels, batters, subgrade, treatment areas, select fill and relevant compaction or proof-testing evidence.
Pavements and public-domain workLayer extents and thicknesses, kerbs, gutters, paths, cycleways, driveways, tie-ins, surface levels and materials.

Common failure points

Small record gaps can block close-out

  • Missing datum, coordinates, chainage or survey control
  • Asset IDs that differ between drawings and schedules
  • Late pickups after services or layers are covered
  • Unrecorded field changes or unexplained deviations
  • Superseded drawings used for redline markups
  • Incomplete tests, photographs or ITP close-out
  • Incorrect CAD, GIS or spreadsheet structure
  • No clear owner for review, declaration, lodgement or acceptance

Use one source of truth

A practical WAE register should show each required deliverable, responsible party, due point, current revision, supporting evidence, reviewer, submission date and acceptance status.

SCE’s adopted job-management controls require site inspection and test results to be recorded, corrective evidence to be reviewed before non-conformances are closed, and punch-list, test-result and as-built compliance to be finalised before handover where applicable.

Who does what in a WAE handover?

Appointments and legal requirements vary. This table is a coordination guide only; the project documents and applicable law control.

An upload is not the same as a completed handover

An anonymised SCE record from a NSW remediation close-out—not a civil WAE case study—shows the coordination principle. The appointed designers prepared and updated the as-built drawings. SCE checked whether the project parties and uploaded documents were visible in the NSW Planning Portal, followed up when the submission status did not progress, lodged the required material in its appointed role and retained the final system confirmation.

The practical lesson transfers to civil handover: confirm the right practitioner has supplied the right revision, verify the receiving system or reviewer can see it, and retain evidence that the process actually reached its required close-out state.

Are WAE, WAC, as-constructed and as-built drawings the same?

The terms often overlap, but they are not safe to treat as interchangeable without checking the project documents. The contract, consent, specification and receiving authority should define the required record and acceptance process.

Who prepares works-as-executed drawings for a civil project?

It depends on the required deliverable. A surveyor may capture actual locations and levels; a designer or engineer may update or certify drawings; and the contractor may provide site records, redlines, test evidence and coordination. The appointment and applicable requirements must identify the responsible practitioner.

When should WAE information be captured?

Capture should be progressive and tied to the work sequence. Buried, covered or inaccessible items should be recorded at the relevant hold point or inspection before concealment, with final reconciliation completed at close-out.

What file format is required for NSW civil WAE records?

There is no single format for every project. Requirements may include PDF, CAD, GIS, authority spreadsheets, survey files, asset schedules, portal lodgement or certified plans. Confirm the current project and authority standard before work starts.

Can redline markups be used as the final WAE drawing?

Only where the contract or receiving authority accepts them. For example, Cessnock City Council’s handbook says electronic red-pen markups may be accepted for agreed small-scale jobs with minor assets; larger or more complex work requires the specified editable deliverables.

Does SCE act as the surveyor, designer or certifier?

Not by default. When appointed as contractor or building practitioner, SCE may coordinate construction records, identify gaps, compile handover evidence and lodge documents within that appointment. Survey, design, declaration, certification and authority acceptance remain with the appropriately qualified or registered parties.
