A useful defect record allows different parties to understand what happened without relying on memory. Photograph both the detail and its wider location, note the date and weather, mark the area on a plan, record when the problem began and preserve earlier reports, invoices and repair information.

Use proportionate temporary controls where there is an immediate risk. Urgent controls should be recorded and should not be treated as proof of the final repair.

Identify who owns design, engineering, approvals, certification, access, insurance communication, construction delivery and final acceptance.
State locations, quantities, preparation, products or performance requirements, interfaces, hold points, exclusions and required completion evidence.
Coordinate access, protection and sequencing; inspect concealed stages; record approved changes; and collect test, product and photographic evidence as the work proceeds.
Confirm defects are closed, records are complete and the repaired area has a maintenance and monitoring plan appropriate to its materials and exposure.
A tenderer should not have to invent the extent of work. A clear scope improves quotation comparability and reduces the chance that important interfaces are lost between separate trades.
Include the defect register, drawings, consultant reports, photographs, test results, access information and known previous repairs. Clearly identify information that remains unverified.
Describe removal, preparation, repair, reinstatement and protection requirements. State who handles design clarifications, hazardous materials, service isolations and adjoining finishes.
Nominate samples, substrate checks, inspection stages, hold points, testing, manufacturer requirements and the process for approving a changed condition.
List the photographs, product data, inspection records, test results, warranties, maintenance instructions, certificates and closeout documents required before acceptance.

Price matters, but a low total can reflect a different understanding of access, preparation, quantities, design, testing or reinstatement. Require each tenderer to respond to the same scope and list assumptions, exclusions, provisional allowances, programme constraints and proposed evidence.
