Defect Triage for Strata and Asset Owners

A practical framework for separating immediate risk from planned repairs, building a usable evidence record and moving each defect toward the right technical, approval and construction pathway.

A defect list is not yet a repair plan

Strata committees, building managers and asset owners often receive a mixture of resident reports, photographs, consultant observations, maintenance requests and quotations. Defect triage turns that mixed information into a controlled decision sequence. Its purpose is to identify what needs immediate controls, what needs prompt investigation, what can enter planned works and what should be monitored with a defined review date.

Triage is not a substitute for engineering, building, fire, waterproofing, electrical or other specialist advice. It helps the asset owner direct the right expertise to the right issue and create a clear path from observation to scope, approval and delivery. Priority 1

Immediate risk or active damage

Examples may include an unsafe loose element, uncontrolled water entry near electrical assets, signs of instability, a failed barrier, a blocked essential access route or another condition presenting an immediate safety or property risk. Isolate the area where safe to do so, escalate to the appropriate emergency or specialist response and record the control.

Priority 2

Prompt investigation or containment

The issue is not an immediate emergency, but delay may materially increase damage, disruption or cost. Set an inspection timeframe, define any temporary containment and assign a person to confirm the next decision.

Priority 3

Planned remedial work

The cause and required outcome are sufficiently understood for scoping, access planning, approvals and pricing. Group compatible work where this improves safety, efficiency or reinstatement.

Priority 4

Monitor with a trigger

Monitoring must have a location, baseline, owner, interval and escalation trigger. “Watch it” without those controls is not a closed action and should not disappear into meeting minutes.

Emergency boundary: if there is an immediate threat to people or property, contact emergency services or the relevant authority as appropriate and engage suitably qualified assistance. Do not enter an unsafe area, disturb suspected hazardous material or rely on a webpage to diagnose a structural, electrical, fire or public-safety condition.

Six steps for a defensible triage decision

Make the area safe

Apply proportionate temporary controls such as restricting access, protecting occupants, containing water where safe or arranging an emergency trade. Record who authorised the control, when it was installed and when it must be reviewed.

Locate and identify the item

Assign a unique defect number and capture the building, level, room or external elevation, the affected element and whether it is common property, lot property or still uncertain. Confirm ownership from the strata plan and relevant records rather than assuming from appearance alone.

Record observable facts

Use dated photographs showing both close detail and wider context. Note when the issue was first observed, whether it is active or intermittent, recent weather or works, affected services, changes over time and any prior repair history. Separate observations from conclusions.

Set the investigation pathway

Identify the expertise needed to establish cause, extent and repair requirements. One issue may require more than one discipline—for example, water entry may involve drainage, waterproofing, facade, roofing, electrical and internal reinstatement considerations.

Confirm decision and approval gates

Clarify who can approve investigation, temporary measures and permanent work; what committee or owners-corporation resolution is required; and whether authority, access, neighbour, heritage, design or certification constraints apply.

Close the loop

Every item needs a current status, responsible person, next action and due date. After work, record completion evidence, outstanding exclusions, warranties, maintenance requirements and any follow-up monitoring.

Build one defect register that people can use

A useful register lets committee members, consultants, contractors and occupants discuss the same item without rebuilding the story each time. Keep the fields concise, but do not omit decision-critical context.

Photography tip: capture a wide image that identifies the location, a medium image that shows the affected element and a close image that shows the symptom. Include a scale only when it can be placed safely and without disturbing the defect.

Different symptoms need different pathways

Common triage traps to avoid

Water ingress

Do not treat staining alone as the repair scope. Record whether water is active, likely entry points, drainage conditions, weather patterns, affected services and hidden-damage risk. A cosmetic reinstatement should follow control of the cause and confirmation of suitable drying or removal requirements.

Cracking or movement

A photograph or generic crack-width rule cannot establish structural significance. Record location, orientation, length, change over time, sticking doors or windows, adjacent moisture and any known alterations, then obtain suitable technical advice where the cause or consequence is uncertain.

Facade and overhead items

Loose finishes, balustrade components, awnings and external attachments can create public or occupant risk. Consider access exclusion below the item, wind and weather exposure, height-access requirements and the need for specialist facade or structural review.

Fire and essential services

Do not defer failed alarms, penetrations, doors, hydrants, emergency lighting or other essential-service concerns into a general maintenance list. Escalate them to the appropriately licensed or accredited service provider and preserve service records.

Electrical and wet areas

Water near electrical equipment, damaged cabling or an unexplained loss of supply needs an electrical safety pathway, not a building-only response. Keep people away and use appropriately licensed assistance.

Repeated repairs

Multiple patch repairs at the same location are evidence. Link previous invoices, photographs and weather or usage conditions so the next investigation addresses the recurring cause rather than repeating the same local treatment.

From triage to controlled delivery

Keep professional roles and construction roles clear

Strata and asset decisions are stronger when the required outcome, technical responsibility and construction scope are separated clearly. Depending on the issue, a competent pathway may include a building consultant, structural engineer, waterproofing specialist, fire practitioner, licensed trade, certifier, superintendent or other appropriately qualified person.

SCE does not replace the independent designer, certifier, regulator or specialist whose involvement is required for the specific defect.

Convert priorities into an approved works programme

Once immediate controls and required investigations are assigned, group items by building zone, access method, trade interface, shutdown needs, weather dependency and reinstatement. This can reveal whether several defects share one mobilisation or whether combining them would create unnecessary delay.
